At about 1:30 p.m. Saturday, officers responded to the apartment building at 26 South St.on a report of shots fired, police said.
Blount was pronounced dead at the scene, police said.
"At this time, we have no information that would lead us to believe there is a danger to the public," police said in a statement.
Police said the investigation into the fatal shooting was continuing.
