Republicans, who hold the majority on council, said the tax hike couldn't be avoided because of the method the state uses to fund schools, the NewsTimes.com said. No Democrats on the City Council voted for the budget, according to NewsTimes.com.
Democrats aimed their criticism at the state Legislature rather than Republican Mayor Mark Boughton, who devised the budget in April, NewsTimes.com reported.
The budget also calls for $30 million for road paving, bridge repair, new school roofs and public safety equipment, the report said.
