Man, 23, Charged After Investigation Into Brutal Abuse, Assault Of Baby In Stamford

A man already behind bars for allegedly strangling and abusing his girlfriend has been charged with the ongoing brutal assault of a baby, according to Stamford Police.

Jeisson Stiven Garcia, 23, of Stamford, was arrested Thursday following a 10-month investigation into the ongoing abuse of a 2-and-half-month-old baby girl, said Lt. Tom Scanlon.

The abuse was uncovered on Feb. 6, when a 911 call was made to Stamford Police because the baby was not breathing, Scanlon said.

Stamford Police, Fire and EMS responded and rendered emergency care to the victim. Stamford Hospital physicians determined the baby had a skull fracture and airlifted the child to Yale-New Haven Hospital Pediatric Intensive Care Unit. 

Yale specialists later determined the extent of the baby's injuries included, two skull fractures, cranial bleeding, six fractured ribs, two broken femurs, retinal hemorrhaging, stretched neck ligaments, and assorted bruising, Scanlon said.

During the course of the investigation, investigators established evidence of ongoing domestic violence between Garcia and the victim’s mother. 

He was arrested in February and charged with founds of strangulation, six counts of assault, five counts of unlawful restraint, fours counts of risk of injury to a minor and criminal mischief, Scanlon said.

 Garcia has remained in the custody of the Department of Corrections since this arrest.

The investigation into the baby's abuse found ongoing and repeated abuse of the child while in Garcia's care. 

Investigators worked closely with State’s Attorney’s Office and a warrant was presented to a judge and authorized. On Thursday, Garcia was also charged with two counts of assault, assault and two counts of risk of injury to a minor.

He is being held on $1 million bond.
