Motorists traveling on the Hutchinson River Parkway in Westchester next week can expect delays around the village of Scarsdale and the city of New Rochelle due to maintenance work. Double-lane closures have been announced on the Hutchinson River Parkway northbound between exit 21 Route 125) and exit 26W (I-287) beginning on Tuesday, Oct. 15. As thousands make plans to attend the annual Norwalk Oyster Festival, police are reminding festivalgoers to expect traffic delays.
